helix deploy no longer enforces an authentication count limit locally
Declaring more than 100 authentications in helix.config.ts previously failed in the CLI before anything was uploaded, which meant a local rule could disagree with what the platform would actually accept. The platform is now the only enforcer and returns a rejection if a deployment's authentication count is not accepted.
